Conduent EBT SMS Privacy Policy

Conduent State & Local Solutions, Inc. ("Conduent") is committed to protecting your privacy. This SMS Privacy Policy explains how we collect, use, and protect personal information in connection with our text message-based services ("Service"). This SMS Privacy Policy supplements the main Conduent Privacy Policy and explains how phone numbers and text messaging are handled. The Information We Collect

1. Phone numbers you provide directly

You may choose to add your phone number to your EBT account. If you do, we may use it to send you account-related messages such as password reset links.

2. Phone numbers provided by EBT staff with your permission

Your EBT agency may send you educational resources or an invitation to create an account.

To do this, they confirm that they have received your permission and may provide your phone number to Conduent for the purpose of sending those messages.

These numbers are stored securely in an invitation or messaging record. If you later create an account, you may update your phone number at any time.

3. Message delivery information

When we send a text message, we receive standard messaging metadata such as delivery status, timestamps, and the phone number used. We do not collect additional message content beyond what is necessary to deliver the Service.

How We Use Your Information

We use SMS-related information to:

  • Send password-reset messages you request
  • Send EBT account invitation messages initiated by EBT staff with your permission
  • Send alerts for new transactions including purchases, returns and deposits based on your selection and permission
  • Send alerts for changes to your account information including changes to your PIN, email address, phone number, and password based on your selection and permission
  • Provide customer support and troubleshoot SMS issues
  • Generate aggregated, non-identifiable usage reports

We do not send marketing, promotional, or advertising messages.


How We Share Information

We do not sell personal information and do not share personal information for cross-context behavioral advertising.
We may share SMS-related information with trusted service providers that help us deliver SMS messages or support our platform. These providers may use the information only to perform services on our behalf.

We may also share information if required by law or necessary to protect the security of our systems.

Data Retention

SMS-related records are retained as needed to operate the Service. If an EBT agency ends partnership with Conduent, associated SMS data is retained for up to seven years, then securely deleted.

You may request deletion of your SMS-related personal information at any time by contacting your EBT program agency.

Security

We use reasonable safeguards to protect SMS-related information. However, text messages are transmitted through systems operated by mobile carriers and other third parties outside of our control, and we cannot guarantee absolute security during transmission.

Your Choices and U.S. State Privacy Rights

You may opt out of receiving SMS messages at any time by replying STOP to any Conduent generated EBT message. This will block further messages to that specific phone number unless you reply with UNSTOP or START.

Residents of certain U.S. states, including California, Colorado, Connecticut, Virginia, and others, may have additional privacy rights under applicable state laws. These rights apply to SMS-related personal information, including phone numbers and message metadata.

Requests to exercise privacy rights may be submitted to your EBT program agency. We may verify your identity before responding.
